Project64 1.7 Cheat Limit - Workaround?

I primarily play on Project64 2.2 and have been adding cheats for a full roster's worth of movesets the past couple of weeks, but when we tried to play online on 2.2 we noticed that it had bad desync problems. So we got 1.7 up and running online perfectly, but I noticed that for some reason only a portion of the movesets are showing in my cheat file when I load it up in 1.7. Can anyone help me out with this? The file is identical when I open it in Notepad++, but it is only showing the first 20-30 movesets I put in and not any of the more recent ones.

Is there a cheat limit on 1.7? Are the cheats formatted differently in some way? What's the deal?
I see now that 1.7 has a 499 cheat limit, which is why those aren't showing up. Does anyone have experience working around this limit?

Hm, the Protect Memory box is already unchecked on both the emulator and the rom.
