In No Mercy there is a code called "Edit All" that lets you change the default character movesets and select different moves, but you can't save the changes (normally the moves are blocked and you can't even try to change them).
In VPW2 there is something similar in the game, if you're viewing a default character moveset, you can't select a different move and see the list. With the following code it's now possible to do so:

A funny thing about this is that if you make some modifications and save and then have a match the changes remain, but when you exit the match the movesets are back to default of course (it would have been too easy!).
This is useful to make some tests and possibly in the future if there will be a way to edit and save movesets (well actually there is a way with ROM hacking, but that's too complicated at the moment compared to the No Mercy method).
