Add more wrestler(No CAW)

Ok,i want ask,how to add more wrestler,without using codebreaker,if i use it,the code is not saveable,so after i restart my console,the mount of wrestler become normal
And also how to create alternative costume to the wrestler,like,i want add The Rock wear T shirt
Can someone give me an answer please
