If you really don't like Discord, there is the r/N64WrestlingGames subreddit, but there's no active development of mods/hacks there. Sean O'Connor's Youtube Channel is also recommended.

Like Keson told you before, you can change attires by just dumping new textures and replacing them with what you want. There are many tutorials already on here on how to change the attires for a wrestler if you just search for them. Basically what you want to do is start up your game and open your project 64 folder. From the root of the folder you will want to make a folder named "textures-save" if one does not already exist. Enter this folder and create a folder named "WWF No Mercy (U) (V1.0)" if it doesn't already exist. This is where your dumped textures will go. Switch back to your game and find the textures that you want to replace. From there go to Options -> Configure Graphics Plugin -> Advanced. You then switch the texture dumping option to "Dump all textures" and then press Apply and then OK. This will cause the textures that you are viewing in the game to be saved to the folder from earlier. From there, you just copy the names of the saved images and and then go to ...\Project64 2.1\Plugin\GFX\hires_texture\WWF No Mercy\... where you have the new textures saved. Just replace the names of these textures with the names of the textures that you dumped into the other folder. Last, just restart Project 64 and if you did it correctly, you should be able to see the new attire.

Also, Hulk Hogan's attires/moveset will change based on the arena you are in. It's an Easter egg.
