Right now, there are no creative plans for the Royal Rumble.
As a general rule, Vince McMahon likes to have the entire card for WrestleMania sorted before Survivor Series. Although over the last several years, plans had been locked in earlier and earlier. Plans for WrestleMania 29 were decided upon by SummerSlam last year, which is why many are surprised that no matches have been set in place as yet. In fact, they aren't even sure who should be WWE or World Champion going into the event.
The Royal Rumble is an important stepping stone to WrestleMania. As no WM matches have been decided upon yet, there is no clear direction for the Royal Rumble.
Typically, the winner of the Royal Rumble match will face one of the major title holders at WrestleMania, but not even this is not definite right now.
