WWE writers have written several scripts for Survivor Series, all regarding Cody Rhodes.
At this point, no-one knows if Rhodes will be able to compete in the Team Ziggler vs Team Foley match. The decision will not be made until the actual pay-per-view has begun. The WWE has hinted on social media and on their website that he will be replaced, but this is far from confirmed. But whatever happens, it will become part of a much longer story line.
As heavily reported, Rhodes took a nasty fall during a tag team match on SmackDown. Kane went for a back body drop on the second generation wrestler. Rhodes failed to push off Kane's back, resulting in him being unable to land on his own back. He landed on his shoulder and was clearly in a lot of pain. No one is certain who made the mistake (Kane for performing the move when Rhodes wasn't ready, or Rhodes for taking too long to get ready), but no one will be punished for this.
Rhodes admitted on Twitter that he is injured, but will not be needing surgery. But he has not suggested if he will be out of action or taking any time off.
Several names have already been suggested as a possible replacement for Rhodes. Several heels have been asked on Twitter if they would be replacing them, but all have made jokes about the situation. The only thing that is for certain is that the match will NOT start as a 5 -on- 4 match.

Torn trapezius grade 2, torn deltoid grade 1, separated shoulder, no surgery needed, Won't stop us. #boyhooddream.
In debt to @TedDiBiase for packing my bag that night, and @TheDamienSandow for refusing to tag me in after I got hurt...protected my career.
