There is 3 main reason of why the WWE using part-timer so much that they were forget about the younger talent:
1. Money, Rating, And Viewers
The REAL main reason of why the WWE using part-timer. I don't need to explain this one (I'm sure you know everything about it).
2. To bring back the old "Attitude era and Ruthless Aggression era" fans
The WWE want to bring the old fans back into their fanbase (The so-called "WWE Universe"). The WWE know that by booking The Rock VS Brock Lesnar, The old fans will going back to watch their product again.
3. Rock/Lesnar VS Younger talent = Doesn't generate any interest from the "WWE Universe"
Imagine if the WWE booking Rock VS Sheamus or Brock VS Ziggler. It doesn't generate any interest from the "WWE Universe" (Except for the IWC. IWC will always interest to watching Rock/Lesnar VS Younger talent). The "WWE Universe" are more interesting to watch Rock VS Cena II rather than Rock/Brock VS Younger talent like Daniel Bryan, Randy Orton, Or Antonio Cesaro. It's all about the "WWE Universe" interest (From the WWE point of view, The IWC does not counted as part of the "WWE Universe").
There's so many reason of why the WWE using part-timer so much that they were forget about the younger talent, But those 3 are the main reason of it (From my point of view).
