Right now, WWE management are not sure that Dolph Ziggler can draw money.
What this means is that management thinks that fans would not buy tickets to shows and pay-per-views if Dolph Ziggler is the headline act. As a result, he will not be getting another main-event push any time soon. He may help other babyfaces in tag team matches, but he will not be making any serious runs for the WWE Championship or World Heavyweight Championship again.
While Ziggler has been in many major title matches at pay-per-view, he has only once been in the headline match at a pay-per-view. This was at TLC - Tables, Ladders and Chairs in 2012. However, the pay-per-view, which normally does poor numbers, did particularly badly. It should be noted that John Cena was also in the headline act, and there was no WWE Championship match due to champion CM Punk not being on the show.

Ziggler's merchandise is among the highest selling at live events and WWE.com. Before they closed down, THQ recorded that Dolph Ziggler was the most-used character in online games (followed by The Rock and, amazingly, Edge). This has been the case since Ziggler stopped using Vickie Guerrero as a manager on television. Even though he has not been a headliner, he very clearly is drawing money for the company.
A few weeks ago, Triple H made the comment that Edge "never drew a dime". However, Edge has been a top merchandise seller since 2002, and still now even after his retirement. Both Edge and Ziggler drew large ratings during their runs with major titles, even though Ziggler's reigns were few and short (so far).
