For this one you'll need Photoshop (I'm using CS6) and a copy of Paint Shop Pro (I'm using either JASC Paint Shop Pro 7 or Corel Paint Shop Pro 2019)
1. Go to VPW Studio, Project -> File Table, find the menu background you want to replace, double click it to preview, and right click the preview to export as png (In my case, Green Diamond Plate/00C5).
2. Open it on Photoshop, along with the picture you want to replace it with. Get the proportions right and save it.

3. Go to whichever edition of Paint Shop Pro you want or have (tip: older versions - lightweight and quicker to do stuff, newer versions - higher quality results) and open the image from step 2 on it.
4. (I'm using JASC Paint Shop Pro, so the tab where this is located may vary in newer versions) Go to Colors -> Decrease Color Depth -> 16 Colors. Or Shift + Ctrl + 2.
5. Play around with Optimized Median Cut/Optimized Octree and all the Reduction methods, see what works better for you. Save it.
6. Go back to VPW Studio file table, find the bg image you are going to replace, right click on it, MenuBackground Replacement, and choose the png file you were working with.
7. Save the project file first, then go to Project -> Build Rom (or Ctrl + Shift + B). Done.
