I believe that MaiCue explained both of those in his thread. Story editor will not work.

If you really have to use move editor, then you will have to build a new moveset from scratch. The first thing that you do is load a preset moveset for one of the unavailable characters (1-30, not a superstar). And then edit how you wish.

Did you do everything I asked you to?

If any of the matches I suggested worked at all, I know the problem is not in the arc files, the saves, or the ch*.pacs. However, I think I know WHERE the problem is. This will make identifying (and solving) the problem easier.

Instead, all the characters work in the 4 arena that I listed earlier, including these of course ..

I think I know what the problem is. Potentially, we could make a new save file that would rectify it. But it will take a few days.

This is not my final answer. Check your disc (the original game disc). Is it scratched or smudged.

My first test shows that everything is okay. So it could your BG.pac. But I plan to test some more.
