In the mean time, I recommend you check the following places: VPW2 Freem, AKI Outsiders or MPire Mall Discord servers. If you really don't like Discord, there is the r/N64WrestlingGames subreddit, but there's no active development of mods/hacks there. Sean O'Connor's Youtube Channel is also recommended.

There always has been, it just depends if:
1. If it's a rom hack. If so, yes.
2. If it's a texture + cheats project, in that case, you need to check if it's a Jabo or Rice texture pack. The former can't be emulated on phones, the latter can. You also need to check if your emulator allow for cheats, if needed, and convert to it's format.
