I wasn't too fond of the way this save was produced, tbh. Not attempting to insult the modder, because individually, the mods generally look good (not all, but most...but that's how it is sometimes when hacking). My problem is more related to the inconsistency.
Dolphin 3.4-749 runs extremely fast in comparison to newer revisions. I only use the dx9 plugin as opposed to DX11, and I get 100% speeds. My system load shows that my CPU is not even being used to it's full potential, only using 2 cores and not even fully utilized. My gpu, in spite of being really good, doesn't appear heavily taxed either.
Several sites actually debate this very discussion - Generally Wii Emulation is much more straight forward, due to the PS2 needed to emulate the eMotion Engine, which does not play well with x86-x64 architecture. On the other hand, the Wii uses an IBM Broadway processor that doesn't even run at 1ghz, with an ATI Hollywood GPU. These are much easier to emulate as they are very similar to standard PC specs. Your typical dual-core processor can easily handle these instruction sets without needed to be converted to machine code, which is a slow process. The PS2 architecture, however, is very foreign to your standard Intel/AMD CPU and must have EVERY instruction converted to machine code on the fly, slowing you down. The problem is that Dolphin's newer, most downloaded revisions have made attempts at emulation accuracy, while sacrificing speed. The revision I use (mentioned earlier) gives pretty good speed performance and may actually work out for you.
