Editing menu backgrounds

hi, i've seen many screenshots of people editing stuff like the character select background and whatnot. they only come up as tiny slivers through texture dump. were they using some sort of tool or did they actually painstakingly piece all of these together? i checked the resources topic and the 'menu tutorial' link seems to be down, so i was just curious. thanks in advance

...wow, alright i guess people just have way more patience than me. no idea how i'd even begin trying to edit it myself. thanks for the clarification though
