There is a small chance that the WWE may still go ahead with this idea.
A current plan is to have Dolph Ziggler interfere in the Team Foley vs Team Punk match at Survivor Series.
Ziggler will cost Randy Orton the victory. Vickie Guerrero will reveal that she encouraged Ziggler to do this as an act of disrespect to Foley. This would then lead to Ziggler defend the Money In The Bank contract in a ladder match against Orton at TLC - Tables, Ladders and Chairs. Orton will win this, and then cash in on the winner of the World Title match. This will set up a title match for Orton and Ziggler at the Royal Rumble. The feud could potentially last until Over The Edge, although Ziggler and Orton will not be facing off at WrestleMania 29.
