Due to your inexperience and because you arent yet recognized/known by other members, I would hold off on trying to build a forum for people to join, and just practice building a forum. Rome wasn't built in a day, especially not by inexperienced newbies.
Your forum will get very little exposure and nobody will know its there unless you have a lot of people to invite. And those people need to be willing to register. Since other forums already exist that host the same content as you intend to host, it would be better to just integrate into those communities, because as long as the admins aren't assholes, it doesn't really make a difference who's in charge, why does it need to be you?
Lastly, I'd like to add that if you insist on having your own forum in spite of not knowing how to run one, then I recommend using it as a place to post your own mods, and advertise in your signature. Maybe some people who visit will register and start posting their own? Thats the best I can really tell you.
After having seen many members do what you're trying to do over the last several years, I can tell you honestly, and without criticism, that I feel what you're doing is probably a big waste of time. Rarely does one get a forum off the ground unless its ran pretty well, and thats usually due to dumb luck. You come off really inexperienced and, possibly really young, and I don't feel you're a good fit for runing a forum thats going to actually take off. Am I? Probably not. But I'm 26, went to college, and ran a few forums of my own back in the day. Now I'm a game designer. I no longer want to administrate a wrestling forum, its too much damn work. But if you have the time to learn, I support your efforts. I just think you should focus on being a great modder and earning respect first. Build that, then they'll come.
