The real reason why Dolph Ziggler and Fandango are out of action is to push the current Triple H story line.
The concussions suffered by Ziggler and Fandango are genuine, but Triple H's is just story line. The original plan was for Triple H to suffer a (pretend) head injury against Brock Lesnar at the Extreme Rules pay-per-view. As a result, he would not be "medically cleared" to compete for several months. Triple H would then look for loopholes to allow him to compete against Brock Lesnar at SummerSlam. The end result would be an "Unsanctioned Fight" match.
Before the story line could begin, Ziggler suffered a genuine concussion. For his own safety, Ziggler was banned from competing. However, if Ziggler returned too early from his injury, it would make Triple H seem weak if he was to be kept out for longer. No-one knows what Ziggler's real condition is, and Vince McMahon is trying very hard to keep it a secret. Some speculate that Ziggler will be defending the World Heavyweight Championship against Alberto Del Rio this weekend.
As for Fandango, he passed the medical tests and would actually be allowed to compete on Sunday if he was allowed to rest until then. However, if Fandango recovered too quickly from his injury, it would make concussions seem less dangerous, and would make the veteran and the World Champion look very weak. As a result, the WWE have officially announced that Fandango is injured and will not be competing at Payback.
For Triple H's match against Brock Lesnar to go ahead, it is dependent on the Undertaker not returning in August. Vince McMahon believes that Undertaker will come back for a match against Lesnar at Summerslam, but if he does not, then Triple H will get that match. Triple H is convinced that Undertaker will not be back, which is why he wants to start building his rematch. Triple H has also been trying to convince McMahon that Undertaker vs the Shield would be a better match.
Undertaker's return would have meant that Triple H would be facing Curtis Axel instead. Triple H feels that he should have a bigger opponent, which is why his feud with Curtis Axel has been pushed so far forward. He wanted to do the match at Payback just to get it out of the way. But doing so would have serious undermined his concussion, which is why McMahon refused to okay it. Expect Triple H to face Axel at the Money In The Bank pay-per-view instead.
