(The only reason theres so many is cuz its "detailed"; theres a poly value for both front and back of the scaffold sections. You wouldntneed to really do that,i dont think, but anyway, with crowd/barriers/ring steps/table and all that lark I doubt youll run out of polygons.You can get some crazy shit from the crowd, and seeing as this all goestogether as one structure, the crowd should provide more than enough goodness, and they can be moved as a singular object.)

This just makes all that balcony crowd in to one half of the structure, makes it visible, and raises the height.Youll have to edit it tho cuz I left in some poly for a backlash claw, too.
