Windows 8.1 Help

I am currently a complete newb. I have spent the last year on and off trying to get no mercy mods to work on windows 8.1 with zero success. If this still isnt possible on windows 8.1, mods can simply just remove my post. Here is my offer.

To anyone with paypal. I am willing to pay $50 for your time via skype or cell phone to walk me through getting mods to work on my studio pc. Btw (3.8ghz x4 i7, 32gb ram, and two radeon r9 video cards)

Once I have a successful mod working on my pc, I will donate another $50 to whoever can help. Please guys, I have spent my entire life since this game came out playing it on my original n64 and have a complete obsession with it. If anybody can help....

try and set the compatibility of pj64.exe to windows xp sp3 see if that works.
ru getting any error messsage which mod ur trying.

I have tried "Royal Rumble" "WWE 2k12" "WWE 2k14".
I have tried compatibility settings with no avail.
I really just need a modder/player who has any mod working on windows 8.1 working, because I have tried every walkthrough and tried teaching myself but I have only complicated things.
I am not a completely clueless person, i have modded my xbox 360 version on 2k14 to the max (my caw has my face, all custom ring and belts imported by my photoshop projects). Its just these No Mercy mods on this os that has alluded me.
Even if somebody can drop box a working mod folder to me, it would be worth $50 for me.

I'll try it again when I get home, I guess. And yes, normal works, I even get it to go through the process of loading textures but the my frame rate percentage just slowly lowers until it freezes without even a texture actually showing up
