Hmm, bizarre.

Now turn off the Hi-Res Textures and see how far it gets.

Hmmm, I'm running out of ideas.

Do you have a vanilla setup of Project 64 with No Mercy - unmodded?

In fact.... give me 5 minutes.

Ok, so it runs alright with textures turned off.

Put the cheats back on (just the WWF Legends cheats) and run it again. Keep the textures turned off.

Right, so it runs ok, but with no textures.

I'm having a guess here based on things I've read in the past...

Where is your Project 64 located?

For example, mine is at E: Project 64

Most people would have it somewhere on C:

Give me your complete path to where the location of your Project 64 folder is.

Try moving the Project 64 folder to F:\ Emulators & Roms.

Turn the textures on and test.

Because you will have moved the folder, you might need to  re-select the rom directory: - File / Choose Rom Directory

Here's what I suggest...

Make a copy of your Un-Modded No Mercy folder. Run it with no cheats or settings altered and check that it runs properly with no issues.

If so, add the 3 plugins in the settings. Run and check.

If Ok, add the save file from WWF Legends (WWF No Mercy.fla). Run and check.

If Ok, add the rom from WWF Legends (you will also need to go to File / Refresh ROM List). Run and check.

If Ok, add the textures folder and turn textures on. Run and check.

If Ok, add the cheats file from WWF Legends (project64.cht). Run and check.

See how far it gets. If after each one it doesn't crash, move on to the next.

If you get to the same crash, I don't know what to suggest next.
If ok, you can then start adding all the other settings 1 by 1 and testing until you find the culprit.

i got it working on a different computer, with everything in the correct folders, etc. so i figured out that issue. however i did not have any sound, and it crashed with an error messaging stating something had become overrun (sorry do not recall exactly what it said).  it was also running really slow, lagging. any thoughts on how to fix these issues?

As this is now a different computer / setup, for the error and slow down issue, you need to do all of the previous suggestions to try to fix these.
Run as Administrator
Compatibility Mode for Windows XP / 7
Switch OpenGL & Direct X
Try without Cheats
etc. etc

For the sound I assume you mean music, for which you need to get the music tool working with the mp3 themes.

for the sound, i have no music or commentary that is at the very beginning. its just the main menus with no audio, no commentary

i will give the other things a try for the slow down issues

it is a windows 10 computer still, just a different one in the house!

That's right, you will only have music playing when you get the Music Tool working.

This thread from 2016 (if you can see the Forum) is when Legends 2.1 was released and there is a lot of discussion about issues and such.
You might find some handy advice in there.
It also has the downloads for the Music files for the Music Tool.
